Why is powerup PRT and JRB Duluth Harbor

Curious about why power has remained on for PRT and Barker ever since layed up Duluth Harbor? Ongoing maintenance? Have been able to see steam since docked.

What you're seeing is exhaust from the heat kept on board. They're connected to shore power, not running generators.
